Some big changes are coming for the Grace A. Dow Memorial Library in Midland and among them is eliminating fines and reducing fees. With the cutting of extra fees, however, comes a price increase for non-resident library cards from $75 to $125 per household, per year. The price increase will take effect Jan. 1 of next year, if approved by Midland City Council.
