A Lakeview man was charged earlier this week with molesting a woman while giving her a tattoo early last year. 39 year old Scott Ray Kellogg II, was charged with two counts of third-degree criminal sexual conduct and two counts of fourth-degree criminal sexual conduct for a March 10, 2021, incident at Sinister Tattoo Parlor, 1807 S.
