Central Michigan University has announced the second winner of their vaccine incentive program. Hunter Russell, a senior from Portland, has won the grand prize of a scholarship’s equivalent to a full year of tuition. CMU says the two remaining drawings will take place on Sept. 13 and Oct. 4.
